Mr. Joseph Dwyer has 28 years of experience developing, managing, implementing, and advising health, including reproductive health, programs.As Director of the Leadership, Management and Sustainability Program Mr. Dwyer leads a world wide partnership between Management Sciences for Health, Eastern and Southern Africa Management Institute (ESAMI), the Adventist Development and Relief Agency (ADRA), and RF|Binder Partners linking improvements in management systems and organizational leadership to improved client services.
As the Director for AVSC International/Africa Region, and Deputy Director for Programs, from 1984 through 2000, Mr. Dwyer participated in all aspects of project management, leadership, and development. He designed technical assistance plans, provided direct technical assistance and coordinated implementation and evaluation of all project activities. Mr. Dwyer's technical areas of expertise include organizational development, strategic planning and implementation of service delivery programs; performance improvement; and development of effective quality improvement, supervision, and sustainable training processes and tools. He has a wealth of experience in project marketing/fundraising, and the allocation of project human and financial resources for optimal impact. In addition, Mr. Dwyer's prolific employment history also entails coordination of activities with international agencies, NGOs, missions, and local offices. His 14 years of experience in Africa includes work in Kenya, Tanzania, Uganda, Malawi, Nigeria, Zimbabwe, and South Africa with funding from USAID, the Packard Foundation, UNFPA, DFID, Private Funding, and collaboration with World Bank Projects.
