www.thecommonwealth.org and www.csdrms.org.The Commonwealth Secretariat’s capacity building programme in debt management was launched in 1985 as a direct response to the debt crisis of the early 80’s. Over the years the programme has grown and evolved to become one of the flagship projects of the Secretariat. Offered as an integrated package of assistance, it comprises a number of components including:
- The development, provision and support of the Commonwealth Secretariat Debt Recording and Management System (CS-DRMS) now used by over 55 countries both within and outside the Commonwealth
- Advice on debt data compilation and adherence to international standards
- Training in debt management including the use of CS-DRMS
- Advisory services in various aspects of debt management.

José Maurel (Mason Fellow 1997) is a career economist specializing in debt management. After his undergraduate studies, José returned home to Mauritius, where he worked as an Economist in the Ministry of Economic Planning and Development from 1981 to 1987. In 1988 he was appointed Debt Adviser at the Central Bank of Belize, Central America. After a short stint as a freelance consultant, José joined the Commonwealth Secretariat in 1991 where he has been heading the Debt Management Section since 2003. José has worked in over forty countries both within and outside the Commonwealth. He has contributed extensively to the general focus and content of the Commonwealth Secretariat’s debt management programme. José holds a Masters in Public Administration (MPA) from Harvard University (USA); a Diploma in Computer Data Systems (USA); and a joint honors degree in Economics and Politics from the University of Keele (UK).
